Buckden Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.1 AA standard.
This website is partially compliant with the Web Content Accessibility
Guidelines version 2.1 (https://www.w3.org/TR/WCAG21/) AA standard, due to the non-compliances and exemptions listed below.
The content listed below is non-accessible for the following reasons.
We are aware that:
some PDFs and other documents do not meet the accessibility standards
there are a small number of defects detected by the accessibility checker which primarily relate to missing screen-reader navigation elements.
Buckden Parish is a very small parish with fewer than 200 residents. The Parish Council therefore has extremely limited resources and has very simple requirements from a website. We have decided to develop the PC website in-house using a free service to minimise the demands on council funds. We believe that, within the limitations of the tools we are using, we have achieved a high degree of accessibility.
The website provides access to a number of legacy documents which are provided for archive purposes. Some of these documents go back to 2006 and these are not within the scope of the accessibility regulations (see below), but in addition, we do not intend to seek to test and rectify any legacy documents as we have assessed that this would be a disproportionate burden, given that they are of limited interest, are retained for archive purposes only and are likely to be accessed very infrequently, if ever. In the unlikely event that a more accessible version of any of these documents were requested, we would of course provide it.
There are a small number of defects primarily relating to missing screen-reader navigation elements which we have not been able to resolve. We do not believe that these issues are material as they do not seem to prevent access to any documents or services using a screen reader. Accordingly, we consider it would be a disproportionate burden on council resources to have to migrate to a commercial platform and support arrangement in order to address these issues.
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix historic meeting minutes.
Any new PDFs or Word documents we publish will meet accessibility standards.
